WHAT IS MOCA?

MOCA = your employment contract

MOCA (Medical Officers’ Certified Agreement) prescribes the  conditions of employment for over 12,500 junior and senior doctors working for Queensland Health.


It is your employment contract – and it's essential to get it right.


MOCA 6 and Beyond

MOCA 6 is set to expire on 30 June 2025 and ASMOFQ has already commenced negotiations for MOCA 7, You can review our MOCA 7 log of claims here.


Why MOCA Matters


An individual employee negotiating directly with a large employer like Queensland Health is an uneven playing field. That is why ASMOFQ  negotiates on your behalf – to ensure you’re protected, respected, and fairly compensated.


We have seen what happens when that is taken away. In 2014–15, the Newman Government dismantled MOCA 3 and forced doctors onto individual contracts, stripping away key workplace protections and conditions.. Following a change in government, collective bargaining was restored under MOCA 4, then strengthened again with MOCA 5 and MOCA 6.


The Role of ASMOFQ


Only a Union such as  ASMOFQ can negotiate and sign a certified agreement with Queensland Health. We build of log of claims together with our members, and then start the formal negotiating process. Once we have negotiated with Queensland Health to a point where we have in-principle agreement around the terms and conditions that should be included, the agreement is then drafted and put to all doctors for a vote – a majority vote means that the agreement is then accepted.
